I quit smoking three months ago after 50 years and am looking for tools to help increase my lung capacity.

Ditto: Swimming gives you no choice but to breathe in a relaxed manner, and at the right time, and to inhale quickly, and exhale in a controlled way, which sounds a lot like the requirements for playing a brass instrument.
While a gadget might allow you to quantify the volume of air you exhale, nothing is going to come close to the great effects of low-tech swimming.

I have COPD and my diaphragm is paralyzed. There's no medicinal or surgical procedure to help me.
