Tuning the attachment on the King

The King 607 I've been playing lately has two tuning slides on the F attachment.
I've been using the small one. I didn't realize until today that the other one could move.
So, why two?
And does it matter which one you tune?

I use the small one, pull the large one to dump condensation or pull to E.

King even used to say that the small slide was for tuning and the long one was for E-pull. Goes for 3B, 4B, and 5B too.

The idea was that the small one could stay in place one tuned. I didn't do that because the slide will tarnish and freeze in place, so I just use the longer one
