Private Messages: Does Outbox Mean it is Sent Just not Read?

I tried to answer a PM to me. When I sent it, it went into my Outbox. Does that mean it went to the recipient, or do I need to do something else?

The message remains in your Outbox until the recipient reads it. It also appears in his Inbox.
