Identify a tripod

I bought a tripod at the thrift store yesterday.

I have enough trombone stands but this was unusually robust and can be repurposed.

I'm wondering what it is designed for.

It has no manufacturer's name anywhere.  It has unusually wide legs that are a bit sticky, the main tube is about 1 3/8" or about 35 mm, painted black, with two extensions, and there are a pair of hooks top and bottom facing away, like you could wind a cord.  The top is a horizontal flat piece. 

I googled lighting stands, camera stands, microphone stands, didn't come up with anything that close.

It looks like a background stand for portrait photography.  I have a pair just like that with a bar that goes between them to drape the background over, except mine has 4 sections rather than 3, however I know they come in shorter versions.

That makes sense, the flat bar on top is actually a channel that would hold a support.
