Given that it's in Washington, I wonder if it might be something Steve Close (Euphanasia) did. If so, hopefully he will be along presently to take the credit (or blame). I can't see someone cutting up a nice MV 6, but if the horn was already damaged?

Before other alto trombones were available, in the 1960's William Gibson (principal trombonist of the Boston Symphony Orchestra) I believe played a Bach tenor trombone cut down to an alto when playing Beethoven #5, etc.

Perhaps others will know more about Gibson and his "alto" trombone.

Given that even a NY 6 goes for about $1200 and you can find a dozen of them for sale at any given time, I say cut them down if they will get played. It's not like MV 42 or 36 which are rarer.

They even used the tenor case for the alto.
