I personally don't like the sound of stainless and I know I'm not alone. I couldn't imagine trying to blend in a section being the only one with a stainless piece.

I am definitely not a repair tech but I have several axial horns now whose valves were not great when I got them. Have you taken apart the valve and oiled everything with appropriate stuff? Considering how famous their composition teacher is (if we are on the same page) I seriously doubt it is a lack of skill or knowledge. Perhaps they simply did not have the bass bone/tuba colors in their heads while writing the music.
